Where does BCF usually have their tournaments?

In the past, BCF have used several venues to host tournaments. At the time of writing (2011), most tourneys are held at the Brunei Chess Centre which is co-located in the same building as the Tennis Sports Complex in the national stadium area. Occasionally, tournaments are also held in Seria, usually one of the halls of the Brunei Shell Recreational Club (BSRC). BCF sometimes also use facilities at the Youth Centre in Bandar. International events may also be held in hotel halls; one would need to refer to the tournament director in such situations.

Is there a national rating system?

The short answer is no; there is an ad-hoc blitz ranking. It was discussed sometime ago but the viability was questioned in view of some issues with regards to regular participation in chess tournaments. As such, perhaps a better indicator of player strength is to refer to the FIDE ratings list where some local players are listed. However, many of those in the current list are no longer active in local chess events. Caveat emptor.
